Experience
Mr. Reck has over seven and a half years of engineering
experience in water, wastewater, transportation,
drainage, and environmental. Mr. Reck has four and a
half years of experience working in state government at
the Texas Water Development Board and at the Texas
Commission on Environmental Quality. Upon graduation
from Texas A&M, Mr. Reck became employed with the Texas
Natural Resource Conservation Commission (currently the
TCEQ) where he worked as an Environmental Permit
Assistant in the Air Permits Division for two years. One
of his responsibilities included reviewing permit
applications under Title V of the Federal Clean Air Act
from a wide range of industries, including oil and gas
facilities, printing facilities, and electrical power
plants. He was also responsible for the development of
permitting tools for all new and existing federal and
state air emission rules.
Mr. Reck transferred to the Texas Water Development
Board (TWDB) in the spring of 2001 where he worked as an
Engineering Assistant in the Office of Project Finance
and Construction Assistance. During his two and a half
year tenure at the TWDB, Mr. Reck was responsible for
reviewing financial assistance applications and
engineering documents for water and wastewater systems.
He reviewed engineering feasibility reports, plans and
specifications, engineering design reports, and change
orders for projects for compliance with the state design
criteria for water and wastewater systems, and
compliance with the Drinking Water State Revolving Fund,
Clean Water State Revolving Fund, and State Loan Program
requirements. Mr. Reck joined LNV Engineering in
October of 2003. To date, he has performed engineering
work for a multitude of clients including the Texas
Department of Transportation, the City of Corpus
Christi, the City of Runge, the City of Yorktown, Medina
River West Water Supply Corporation, Border Cattle
Company, King Ranch Feedyard, Southern Livestock, Inc.,
Agri Research Center, and the Port of Harlingen
Authority. He has performed hydrologic and hydraulic
analyses of culvert and bridge class structures and has
designed new culverts and modifications to existing
culverts. He has assisted with roadway design, performed
hydrologic and hydraulic evaluations of drainage and
retention facilities, prepared TPDES CAFO permit
applications, developed Nutrient Management Plans for
feedyards, developed closure plans for industrial sites,
and has assisted with a water treatment plant facility
analysis. Mr. Reck is a Certified Floodplain Manager and
a Texas Certified Nutrient Management Specialist. Mr.
Reck is proficient with the use of several hydrologic
and hydraulic modeling programs, including NRCS TR-55,
HEC-HMS, HEC-RAS, Culvertmaster, Flowmaster and Winstorm.
